The chain is attached to the front of the anchor to make it easy to dislodge the anchor if it is stuck. Simply attach the end of the chain to your float line, and then zippy tie the end of the chain to the back of the anchor. If the anchor becomes stuck you can give it a hard pull, breaking the cable tie and making it easy to pull the chain up from the top.
